Cybersecurity is a growing concern for schools and libraries. To help address this, the FCC launched a $200 million Cybersecurity Pilot Program, providing funds for advanced security solutions, such as managed detection and response (MDR). Here's how to navigate the application process.

1. Understand the Program

The program offers funding for cybersecurity eligible services like firewalls, endpoint protection, and monitoring, detection and response. Eligible participants include:

  • K-12 schools (public, private, charter, and tribal)
  • School districts and consortia
  • Libraries and library systems

Funding is competitive, so aligning your application with the FCC's goals is essential.

2. Prepare for the Application

Before applying, ensure your institution has:

  • An FCC Registration Number, USAC Billed Entity Number (BEN), and SAM.gov registration.
  • Collected supporting materials, such as existing cybersecurity plans and staff details.

3. Complete Form 484, Part 1

Submit the application through the E-Rate Productivity Center (EPC) by November 1, 2024. The form includes about 30 questions, many of which are simple yes/no or dropdown options.

Key Sections:

  • Entity Information: Pre-populated from your EPC account.
  • Proposed Plan & Budget: Describe your cybersecurity needs, and focusing on eligible services like ActZero MDR, which qualifies under Category 2 (Endpoint Protection) and Category 4 (Monitoring Detection and Response).

4. Competitive Bidding

After a district is selected, invite service providers to bid using Form 470. Evaluate bids based on price and service quality.

ActZero is a strong option for endpoint protection and MDR services, included under Category 2 and 4.

5. Funding & Reporting

Submit Form 471 to request reimbursement for services. Funding is based on your institution’s size, with schools receiving up to $4.5 million and libraries up to $525,000. Smaller schools receive a minimum of $45,000, with funding calculated at $40.80 per student. You’ll need to provide yearly reports on how the funding was used to enhance cybersecurity.

6. Application Deadline

The deadline to apply is November 1, 2024. Be sure to submit early to avoid technical issues.
